Tuy Hoa is the capital city of Phu Yen province on the south-central coast of Vietnam. Tuy Hoa is roughly half way between Quy Nhon and Nha Trang. While the Phu Yen province isn’t as famous as its coastal neighbours, it has beaches that rival any of those in Binh Dinh and Khanh Hoa provinces. The beaches of Phu Yen often appear in “the best beaches in Vietnam” lists, and developers are now turning their eye to this stretch of coast.

Tuy Hoa is a regular provincial city with its main architectural landmark being the Champa tower which overlooks the city. The size and status of the city would probably not warrant an airport, but it has one as a legacy of the American War. The former Tuy Hoa Air Base was built by the United States Air Force, and it is now Dong Tac Airport. There are only a few flights a day here to Hanoi and Ho Chi Minh City, so it’s not connected to the rest of the country yet. It’s only a domestic airport, so growth to this region is primarily driven by domestic travel demand.
Quy Nhon is expanding resorts for international appeal, and Nha Trang has cornered the Russian and Chinese markets. Tuy Hoa and Phu Yen may claim their piece of the tourism pie by appealing to domestic tourists and those looking for a more laidback lifestyle in a smaller city.
Like Dong Hoi which identifies as its province of Quang Binh, many places in Tuy Hoa are named after the province. Phu Yen is a small province, so for this listing, I’m going to post everything happening in Phu Yen. This first update is mostly about Tuy Hoa, which I visited in June 2020. I will update with more provincial projects later.

Construction projects that are in planning or under construction in Tuy Hoa, in no particular order.
Ho Son Lake
Location: Ho Son Pagoda, Ward 9, Tuy Hoa, Phu Yen, Vietnam.
Ho Son Lake is an urban renewal/landscaping project located in the city centre. It’s near the Ho Son Pagoda and is built around the fields of the Tuy Hoa River. What is amazing about this project is that so much of the land is dedicated for lake and parkland. It appears to be a flood plain, but when has that ever stopped developers from trying to put as many building in a former swamp.
When the trees mature around the lake it could become a popular lake to visit and live by.

Workers were on the site when I visited.
Some of the bridges were taking shape.
The river that ran through this field has been turned into a canal. I didn’t see any outline of a lake.
I was able to walk around completed sections at the end nearest Hung Vuong Road.
Sao Mai Phu Yen Hotel
Location: 1 Dien Bien Phu, Ward 7, Tuy Hoa, Phu Yen, Vietnam.
Sao Mai Phu Yen Hotel is a new hotel facing the 1 April Park near the municipal beachfront. The project appears to have stalled.
Phoenix Garden Phu Yen
Location: So 555, duong DDL Hung Vuong, Phu Dong, Tuy Hoa, Phu Yen, Vietnam.

Phoenix Garden Phu Yen is a new urban area located on the road from the airport just before the bridge to the city.
The area has been marked out, and you can’t miss the signage as you drive in from the airport.

“The Phu Yen Provincial People’s Committee has decided to withdraw the investment license for an urban development project worth VND5 trillion ($210 million) in the south-central province’s capital, Tuy Hoa, for failing to meet regulations and incurring delays.”
New Urban Area – Phu Dong Ward
Location: South side of Da Rang River, between Hung Vuong and Nguyen Tat Thanh.
On the other side of the road facing Phoenix Garden is another new urban area on the Da Rang riverfront. This was the first thing I noticed when we were flying over the city on approach to the airport. It’s the big bare patch next to the river.

Thera Premium
Location: Corner Doc Lap and Nguyen Huu Tho, Tuy Hoa.

Thera Premium is a mixed-use project on the city beach front featuring a resort, apartments, and retail area. It appears to be typical of Tuy Hoa beach front developments, which are all low rise.
Nghinh Phong Square Monument
Location: Corner Doc Lap and Nguyen Huu Tho, Tuy Hoa.
On the beach opposite Thera Premium is the Nghinh Phong Square monument.
The Light Phu Yen
Location: 220 Tran Hung Dao, Tuy Hoa.

Most of the new developments are happening close to the beach. The Light Phu Yen appears to be the biggest apartment project within the city centre (close to the central market). The Light feature features shops, a hotel, and apartments.
Apec Mandala Wyndham Phu Yen
Location: DL Hung Vuơng, Phuong 9, Tuy Hoa.

Hung Vuơng Road is a major thoroughfare that separates the city side from the beachside of the city. The are many big hotels on this road (big for Tuy Hoa at least), and the new future landmark hotel here is the Apec Mandala Wyndham Phu Yen.

Apec Mandala Grand Phu Yen
Location: 383 DL Hung Vuơng, Phuong 9, Tuy Hoa.
A bit further north along Hung Vuong Road is the future site of the Apec Mandala Grand Phu Yen.
The work site is marked out but it hadn’t begun construction yet when I visited.

La Maison Premium

Continuing up Hung Vuong is the La Maison Premium shophouse development.

Kallias Complex City
Location: Khu B4, Doc Lap, Binh Kien, Tuy Hoa.

Kallias Complex City (also referred to as Kallias Tourism Complex) is the next block up from Thera Premium. It includes villas and shophouses with a central feature tower.

21 Doc Lap Redevelopment
Location: 21 Doc Lap, Ward 7, Tuy Hoa.
At 21 Doc Lap is the Ngoc Peninsula Wedding & Convention Center, and next that is a big empty block of land. Nearby advertising billboards show a new hotel/resort development by Sao Mai, which would involve demolishing the old conference site.

New City
Location: Le Duan, An My and An Chan communes, Tuy An district, Tuy Hoa.
New City is a coastal tourism project in the north of Tuy Hoa city. The planned complex will include hotels, resorts, a yacht port, and entertainment areas. The project was later downsized with a racecourse added to the development.
It was originally approved in 2008 for the Brunei developer New City Properties Development Co. Ltd. Work on a scaled-back version began in 2015, and in 2017 it was reported that 140 hectares of protection forest was illegally cleared.

What are your thoughts on Tuy Hoa as a place to live / invest?
I LOVE that the airport is so close to the city center and beach, the beaches are fantastic, and the city has a wonderfully laid back vibe. However, it feels much less of city than nearby Quy Nhon. Perhaps these Tuy Hoa real estate projects are designed to serve vacationers from Saigon and Hanoi?

Tuy Hoa will not be able to compete with the likes of Nha Trang and Quy Nhon. The airport still only has flights from Hanoi and Saigon, and it would be unlikely to go international anytime soon. I think they can market themselves as a small city alternative for the domestic market though. Not some somewhere I would live but I loved it as a place to visit.
