<p class="wp-block-paragraph"><em>The closure of the Penang Turf Club presents a rare opportunity to redevelop a large area of land on the island. Penang should look to Singapore for racecourse redevelopment inspiration before they build another uninspiring car-dependent development.</em></p>



<p class="wp-block-paragraph">The Penang Turf Club was founded in 1864, making it Malaysia’s oldest remaining horse-racing club.&nbsp;However, there has been a steady decline in interest in watching horses race in the tropics, so the members passed a resolution to dissolve the club in 2024. After over 160 years since its founding, the PTC will hold its final race meeting on&nbsp;<a href="https://www.thestar.com.my/news/nation/2025/04/20/penang-turf-club-votes-to-close-final-race-set-for-may-31" target="_blank" rel="noreferrer noopener">May 31,</a><a href="https://www.thestar.com.my/news/nation/2025/04/20/penang-turf-club-votes-to-close-final-race-set-for-may-31" target="_blank" rel="noreferrer noopener">&nbsp;2025</a>.</p>



<p class="wp-block-paragraph">The closure follows in the footsteps of the Singapore Turf Club, which announced its closure in 2023. The STC held its last race on&nbsp;<a href="https://www.channelnewsasia.com/singapore/singapore-turf-club-last-race-day-farewell-4659821" target="_blank" rel="noreferrer noopener">5 October 2024</a>, and the land will be returned to the government by 2027.</p>



<p class="wp-block-paragraph">Unlike Singapore, which will use the land for&nbsp;<a href="https://www.channelnewsasia.com/singapore/singapore-turf-club-land-use-hdb-flats-recreation-farms-hotels-mandai-3539771" target="_blank" rel="noreferrer noopener">affordable housing and sports facilities</a>, the PTC&#8217;s land will be sold to the highest bidder, who can do whatever they please.</p>



<p class="wp-block-paragraph">The PTC tried to&nbsp;<a href="https://www.freemalaysiatoday.com/category/nation/2024/12/31/no-takers-for-penang-turf-clubs-202-acre-prime-land" target="_blank" rel="noreferrer noopener">sell the 202-acre prime land</a>&nbsp;in late 2024, but there were no takers. The land will now be divided up into lots and auctioned off separately.</p>

<p class="wp-block-paragraph">The&nbsp;<a href="https://theedgemalaysia.com/node/748227" target="_blank" rel="noreferrer noopener">quote for the new land auctions</a>&nbsp;sums up the mentality of land development in Malaysia compared to Singapore.</p>



<p class="wp-block-paragraph">“The PTC site stands as one of Penang’s most significant redevelopment opportunities with exceptional potential for a high-end integrated development, seamlessly blending luxury residences, premium commercial spaces, world-class hospitality and specialised institutions such as healthcare or education.”</p>



<p class="wp-block-paragraph">Apart from the cringeworthy real estate buzzwords, does Penang need more luxury residences and premium commercial spaces? There is already an abundance of such developments being planned along the&nbsp;<a href="https://futuresoutheastasia.com/mutiara-line-penang/" target="_blank" rel="noreferrer noopener">under-construction LRT line</a>. There is also the&nbsp;<a href="https://futuresoutheastasia.com/penang-south-islands/" target="_blank" rel="noreferrer noopener">Penang South Islands project</a>, where a new island is being reclaimed for projects of a similar description.</p>

<h2 class="wp-block-heading">The previous attempt to redevelop the Penang Turf Club</h2>



<p class="wp-block-paragraph">There was a previous plan to redevelop the racecourse in 2007. The&nbsp;<a href="https://en.wikipedia.org/wiki/Penang_Global_City_Centre" target="_blank" rel="noreferrer noopener">Penang Global City Centre</a>&nbsp;was a proposed mixed-use development featuring commercial and residential areas, with two 200-metre office towers. The project was eventually abandoned when it became evident that it&nbsp;<a href="https://www.thestar.com.my/Business/Business-News/2015/11/28/A-project-that-ended-in-a-whimper/" target="_blank" rel="noreferrer noopener">wasn’t feasible</a>.</p>

<h2 class="wp-block-heading">Future ideas for the Penang Turf Club</h2>



<p class="wp-block-paragraph">Such a large block of land offers a once-off opportunity to do something remarkable. The racecourse is too far inland and not near any planned metro line or major road, so building a mega development here wouldn’t be suitable for its location. As the graphic of the proposed Penang Global City Centre shows, a mega development would also look out of place at the foot of Penang Hill.</p>



<p class="wp-block-paragraph">They should follow the Singapore model and build affordable housing with green space. There is no need to try to make everything high-end, luxury, premium, and world-class (unless it’s a world-class affordable housing project).</p>



<p class="wp-block-paragraph">Here are some ideas for the turf club area.</p>



<h3 class="wp-block-heading">A new city park</h3>



<p class="wp-block-paragraph">The most obvious use would be for a new city park. There is a lack of green space in the urban area of Penang, so a new park would be welcome.</p>



<p class="wp-block-paragraph">The main problem with this is that it’s next to an already green area of Penang Hill. The new green space is not closer to where it is needed most. The other problem is that the turf club members are looking for a payday, so 100% allocation as a park isn’t going to happen.</p>



<h3 class="wp-block-heading">A sports centre</h3>



<p class="wp-block-paragraph">In addition to a lack of green space in Malaysian cities, there is also a lack of sporting facilities. The turf club land would be an ideal space to build a sports centre with multiple venue types. Facilities such as swimming pools, running tracks, and indoor stadiums could be integrated into a green area that could be used by the general public as a park.</p>



<h3 class="wp-block-heading">A green and walkable new urban area</h3>



<p class="wp-block-paragraph">My preference would be for a new urban area with a 50/50 mix of public green space and mixed-use development. The main condition of this would be that the developable land is divided up into small lots and sold individually. This would stop the land from being turned into unremarkable rows of cookie-cutter villas by a single developer that are only useful for the people who live there.</p>

<p class="wp-block-paragraph">This development model can be seen at My An Beach in Da Nang. A section of undeveloped beach area was&nbsp;<a href="https://futuresoutheastasia.com/an-thuong-da-nang/" target="_blank" rel="noreferrer noopener">gridded with new roads</a>, and the land has been developed by individual businesses. The area is now thriving with all types of commercial and residential buildings. The main drawback was that there wasn’t enough green space built into the grid, thus my preference for a 50/50 green/development plan.</p>



<h2 class="wp-block-heading">Lack of public transport</h2>



<p class="wp-block-paragraph">Whatever ends up being built here, one of the problems is the lack of public transport. The short-term solution is to run a bus service there.</p>



<p class="wp-block-paragraph">There is a proposal to build a transit line near here (the&nbsp;<a href="https://www.skyscrapercity.com/threads/air-itam-monorail-george-town-proposed.2394084/" target="_blank" rel="noreferrer noopener">Air Itam Monorail</a>), though the nearest station would be Masjid Negeri Pulau Pinang (about a 20-minute walk away).</p>



<p class="wp-block-paragraph">The Penang Global City Centre included a monorail in its proposal, but it didn’t say where. An option would be to have a branch line from the Air Itam Monorail to the Penang Turf Club site.</p>



<p class="wp-block-paragraph">Considering how long it has taken for the first LRT line to get approved, the monorail proposal may not even happen.</p>



<h2 class="wp-block-heading">Future development plans</h2>



<p class="wp-block-paragraph">The ideas for the Penang Turf Club development hinge on government approval. The government could step in and say they want a certain percentage of the land reserved for public space and affordable housing, with the rest open for any kind of development.</p>



<p class="wp-block-paragraph">Without any government intervention, it will end up being another unremarkable new urban area, and then they wonder why people only go to the Georgetown UNESCO area when they go to Penang.</p>



<p class="wp-block-paragraph">I will be keeping track of the Penang Turf Club redevelopment, and I will visit the site on my next trip.</p>

		<title>Mutiara LRT Line: The Penang light rail transit connecting the island to the mainland</title>

<p>The Mutiara LRT Line is an under-construction light rail transit (LRT) system in Penang. The line will run along the east coast of Penang island from Georgetown to Silicon Island, and from Georgetown to Penang Sentral on the mainland via a bridge across the Penang Strait. </p>
<p>The Mutiara Line will be 29.5 km in length with 21 stations. The northern terminus at KOMTAR is on the edge of the UNESCO World Heritage Site buffer zone. KOMTAR will be a future interchange for other plan transit lines.</p>
<p>Macallum will be an interchange station between Penang Sentral and KOMTAR. Penang Sentral will connect with KTM Komuter &#038; ETS, and it will be an interchange with future metro lines of mainland Penang.</p>
<p>Construction of the Mutiara Line began on 11 January 2025 and it is estimated to be completed by 2031.</p>
<h2>Mutiara LRT Line history</h2>
<p>The Mutiara LRT Line was previously known as the Bayan Lepas Line, which was planned to connect Georgetown in the north to the airport in Bayan Lepas in the south. The LRT was publicly proposed in 2014, and in 2015 it was announced that work would begin in 2018. The railway was initially a 17.5km elevated line from Komtar to Penang International Airport. The proposed line was then extended south to include the <a href="https://futuresoutheastasia.com/penang-south-islands/" rel="noopener" target="_blank">Penang South Islands project</a>, making the line 29.9 km in length with 27 stations.</p>
<p>After the inevitable delays that happen with <a href="https://futuresoutheastasia.com/comparison-of-first-metro-lines-in-asia/" rel="noopener" target="_blank">first city transit lines</a>, work was expected to begin in 2020. Then 2020 happened. A combination of factors delayed and confused the status of the project, including the effect of the coronavirus on the economy. The LRT had been controversial enough, with doubts about projected passenger numbers being raised. To add to the controversy, the fortunes of the line were tied to the fate of the South Islands development. The sale of land on the artificial islands was proposed to pay for the line.</p>
<p>To add to the drama, the <a href="https://www.bbc.com/news/world-asia-51716474" rel="noopener" target="_blank">Malaysian government collapsed in 2020</a>, and by the end of the year the new government had withdrawn the loan guarantee for the project. The MP for Bukit Mertajam in Penang called this a political vendetta, though the government denied this was the case.</p>
<p>The project was approved in 2023, and in 2024 it was announced that the line would include a bridge to the mainland to connect to Penang Sentral (for Butterworth Railway Station). The <a href="https://futuresoutheastasia.com/george-town-butterworth-lrt/" target="_blank">George Town–Butterworth LRT</a> was a separate proposal, but that is now part of the Mutiara Line.</p>
<p>The LRT is part of the overall Penang Transport Masterplan to build LRT, monorail, Bus Rapid Transit (BRT), and tram systems across the state of Penang. </p>

<p>Gurney Bay is a seafront park on reclaimed land in Georgetown, Penang. The reclaimed land is off the seafront promenade of Gurney Drive. This coastal road used to be lined with mansions and low-rise villas, and it was referred to as Millionaire&#8217;s Row. There was a beach along this stretch of coast, but coastal erosion had turned the beach into a mud flat.</p>

<p>The land is being reclaimed by Tanjung Pinang Development Sdn Bhd, which also developed the nearby Seri Tanjung Pinang project. The original plan was to use the reclaimed land for residential development. The Penang state government then proposed turning a section of the reclaimed land into a public park.</p>
<p>Land reclamation off Gurney Drive commenced in 2016 with the installation of a fence along the coastal road. The project was originally known as Gurney Wharf, and it was renamed Gurney Bay in 2023. The 24.28-hectare park has four zones &#8211; a beach, a coastal grove, a water garden and a lifestyle area.</p>
<p>Phase 1 of Gurney Bay opened in 2024, while the rest of the project is expected to be completed by 2025. </p>
<p>A bridge is being built from Gurney Bay to the <a href="https://futuresoutheastasia.com/andaman/" rel="noopener" target="_blank">Andaman island project</a> (Gurney Bay and Andaman are Eastern &#038; Oriental projects). The proposed Penang Undersea Tunnel would also be in the Gurney Bay area, but the project is uncertain. </p>

<p>The George Town–Butterworth LRT was a proposed railway connecting George Town on the island of Penang to Butterworth on the mainland side of Penang state. </p>
<p>The George Town–Butterworth Line was added to the Penang Transport Master Plan (PTMP) in 2022. The original proposal was for an undersea tunnel connecting the Bayan Lepas LRT to the KTM railway station in Butterworth.</p>
<p>The George Town–Butterworth railway is now part of the <a href="https://futuresoutheastasia.com/mutiara-line-penang/">Mutiara LRT Line</a> (formerly the Bayan Lepas LRT). The Mutiara Line will branch at Macallum Station to cross the Penang Strait via a bridge to Penang Sentral in Butterworth.</p>

<p class="wp-block-paragraph"><em>The supposed green utopia of the Penang South Islands project will do nothing to fix the current urban problems of the island of Penang.</em></p>



<p class="wp-block-paragraph">The&nbsp;<a href="https://futuresoutheastasia.com/penang-south-islands/" target="_blank" rel="noreferrer noopener">Penang South Islands</a>&nbsp;project is a plan to build three islands south of the island of Penang.&nbsp; The project has been mired in controversy from the beginning, with objections about environmental damage, the impact on the fishing industry, as well as the economic cost to the public.</p>



<p class="wp-block-paragraph">Since the project has been announced the scale has been reduced to one island, though this could be a foot in the door to get started, with the other two being revived later.</p>



<p class="wp-block-paragraph">The islands are being touted as an environmentally-friendly project with green living spaces. The images of the urban areas look like a futuristic Solarpunk dream, and I will admit that it makes me want to live there.</p>

<p class="wp-block-paragraph">&#8211; Penang South Islands &#8211; not your grandpa’s Penang.</p>



<p class="wp-block-paragraph">This utopian green paradise reminds me of the plot of the cyberpunk classic, Blade Runner. In this movie (based on a novel) a futuristic Los Angeles set in 2019 is a decaying wasteland, while there is advertising for a better life in the Off-world colonies.</p>



<p class="wp-block-paragraph">While Penang isn&#8217;t a dystopia that is being abandoned, making an Off-coast &#8220;green&#8221; island doesn&#8217;t fix any of the urban problems of the island and state of Penang.</p>



<p class="wp-block-paragraph">Most visitors to Penang only go to Georgetown, as it is the most architecturally interesting place on the island (and most of Malaysia for that matter). Here is what Georgetown (in the circle) looks like in relation to the island, with the state boundary outlined in red.</p>

<p class="wp-block-paragraph">If you stay long enough and venture beyond the UNESCO World Heritage area, you are confronted with big roads and unwalkable streets. There is no other urban area where you would want to hang out.&nbsp; I have spent months of my life in accumulated visits to Penang, so I always think about staying somewhere else, and then I am repelled when I see the urban blight outside of old Georgetown.</p>



<p class="wp-block-paragraph">There is Gurney Drive, which is near Georgetown and has some historic architecture. The other popular tourist area is Batu Feringgi, which is better known for the big resorts and not the actual township. I have stayed in the town, and it is boring, and you have to walk on the edge of the road to get anywhere.</p>



<p class="wp-block-paragraph"><strong>Penang could have been the Manhattan of Southeast Asia, but they blew it</strong></p>



<p class="wp-block-paragraph">The historic corner of Penang reminds me of the Financial District on the island of Manhattan in New York. Not for the skyscrapers or for being an economic superpower, but for the street layout. When Europeans arrived on the island of Manhattan, the roads were laid out haphazardly, like in the Old World. New York continued to grow, and then by the time they got to 14th Street, they adopted&nbsp;<a href="https://en.wikipedia.org/wiki/Commissioners%27_Plan_of_1811" target="_blank" rel="noreferrer noopener">the famous grid</a>&nbsp;that goes up the rest of the island.</p>



<p class="wp-block-paragraph">I think about the New York grid when I visit Penang, because once you venture outside the old town, it becomes an unwalkable hellscape, and not just because it is hot. The roads get worse, not better.</p>



<p class="wp-block-paragraph"><strong>Start retrofitting urban Penang into a green paradise</strong></p>



<p class="wp-block-paragraph">It&#8217;s too late to layout out a walkable road network in Penang, so they have to work with what they have.</p>



<p class="wp-block-paragraph">We can all agree that the images shown on the sales brochures for PSI are the sort of places that people want to live, so why not build that immediately instead of approving more car-centric developments? Every new apartment block in Penang now comes with an enormous car park podium, because everyone needs a car to live there.</p>



<p class="wp-block-paragraph">Having another look at the&nbsp;<a href="https://futuresoutheastasia.com/penang-south-islands/" target="_blank" rel="noreferrer noopener">projected images of the island</a>, you have to ask why the government urban planners aren&#8217;t doing this everywhere else. Why can&#8217;t we have tree-lined walking and cycling spaces near pleasant bodies of water?</p>

<p class="wp-block-paragraph">Start by fixing the polluted canals and clearing buildings built up against the canals. There is already a precedent for this at the&nbsp;<a href="https://pht.org.my/prangin-market-and-the-penang-transport-master-plan/" target="_blank" rel="noreferrer noopener">Prangin Canal</a>. Start identifying suburban roads that can have lanes reduced and have more trees planted with paths for pedestrians and cyclists.</p>



<p class="wp-block-paragraph">This will take time (longer than a 5-year election cycle in Malaysia), and the Prangin Canal redevelopment is an example of a delayed project. Ultimately, it will be a generational project, with the benefits really being seen in 30 years. The Netherlands was&nbsp;<a href="https://www.distilled.earth/p/how-the-netherlands-built-a-biking" target="_blank" rel="noreferrer noopener">car-centered in the 60s and 70s</a>, so the people-friendly cities of today are actually decades of continual progress rather than something that always was there.</p>



<p class="wp-block-paragraph">Building the Penang South Islands will only benefit a small percentage of people, and there will be no trickle-down effect for the rest of the state.</p>

<p>Penang South Islands (PSI), also known as the three islands project, is a proposed land reclamation project to the south of Penang Island (Pulau Pinang). The three islands will total 1,821ha (4,500 acres), and will be a mix of residential, commercial, and industrial usage.</p>
<p>The project will be funded by the sale of land, and the remaining proceeds will go toward other transport and infrastructure projects on the island. One of the transport projects will be the Bayan Lepas light rail transit (LRT) which will connect Georgetown to the airport, and then continue to the islands.</p>
<p>A design competition was held for the masterplan of the three islands, and in February 2020 the Danish firm Bjarke Ingels Group was named the lead masterplan designer for the Penang South Reclamation project.</p>

<p class="wp-block-paragraph"><em>Trip report for my visit to Penang in March 2023. New hotels questionably close to the old town, an endangered historic cinema, and land reclamation mania.</em></p>



<p class="wp-block-paragraph">Penang is one of the main cities that I revisit every year, with 2021 being the only year I missed in the last decade (no prizes for guessing why). While the old town remains entombed in a UNESCO-protected time capsule, some major projects are underway around the island.</p>



<p class="wp-block-paragraph">I took the bus from the airport to the old town area of Georgetown, which takes anywhere from 30 minutes to an hour. Unfortunately, Penang has still not approved the <a href="https://futuresoutheastasia.com/mutiara-line-penang/" target="_blank" rel="noreferrer noopener">light rail project</a> that will connect the airport to Georgetown. Along the way, I saw some apartment projects that were advertising the fact that they are near a future light rail station.</p>



<p class="wp-block-paragraph">The bus also went by The Millennium project, which was in the planning stage in 2019, and not 1999 (as most things named Millennium were).</p>

<p class="wp-block-paragraph">There are several big projects like this near the airport, but I will cover that part of the island another time. My focus for this trip was along the north coast, including a land reclamation project that has sprouted the newest island in Southeast Asia.</p>



<h2 class="wp-block-heading">Georgetown</h2>



<p class="wp-block-paragraph">I stayed in Georgetown, which is still the best area to stay. I met some American friends who were staying on the island for the first time. They were staying in a new urban area outside the old town, and they regretted the choice because it was boring and unwalkable. “Boring and unwalkable” sums up modern Malaysian cities in one phrase. I will be writing more about this on my next trip to KL (I need to visit some bad urban areas that I know of to complete this article).</p>



<p class="wp-block-paragraph">They asked me what has changed in Georgetown in the time that I have been visiting. Very few changes are seen in the historic centre of Georgetown, as it is a UNESCO World Heritage area. What I notice is the slow decay of buildings that aren’t maintained.</p>

<p class="wp-block-paragraph">Some buildings are left to crumble into the ground, as renovating comes at a cost and with many restrictions.</p>



<p class="wp-block-paragraph">Every year I come back, I see another row of shophouses that have been bought out and restored, such as this row on Lorong Chulia. While this is a good thing, eventually the old shops will be gone, and in their place will be restored houses for tourism purposes. Enjoy the old town while it is still like this.</p>

<h2 class="wp-block-heading">Outside the Old Town</h2>



<p class="wp-block-paragraph">The Straits Eclectic-style shophouses that make up the old town extend further beyond the old town, but there are no building restrictions. One of the biggest apartment projects next to the old town area is The Wave Tower. This apartment was practically finished the last two times I visited, but it has stalled for some reason. One of the defining features of a modern Malaysian apartment tower is the gigantic podiums for car parking.</p>

<p class="wp-block-paragraph">The area to the south of the UNESCO area is informally known as the&nbsp;<a href="https://www.nomadicnotes.com/seven-streets-precinct-south-george-town-penang/" target="_blank" rel="noreferrer noopener">Seven Streets Precinct</a>. A lot of the streets here look just the same as the shophouse-lined streets of the UNESCO area.</p>



<p class="wp-block-paragraph">The Seven Streets area doesn’t have the same strict protection laws, so anything goes. The Fifth Avenue Hotel project takes up an entire block.</p>

<p class="wp-block-paragraph">One of the most controversial projects near the old town has been the Runnymede Hotel redevelopment. It has been stalled since the <a href="https://www.nst.com.my/news/2016/02/129139/penang-govts-lack-will-led-loss-runnymede-bungalow" target="_blank" rel="noreferrer noopener">demolition of heritage buildings on the site</a>. There is new signage on the site, and the website says it is <a href="https://runnymede.com.my/properties/runnymede-bay/" target="_blank" rel="noreferrer noopener">open for registration</a>. The website shows a big tower being built behind the historic hotel.</p>

<p class="wp-block-paragraph">Another controversy outside the old town is the proposed demolition of the <a href="https://www.freemalaysiatoday.com/category/nation/2023/01/27/iconic-rex-cinema-building-in-penang-to-be-torn-down/" target="_blank" rel="noreferrer noopener">iconic Rex Cinema building</a>. I had to think about where it was because I don’t remember seeing it (and I have walked all over the old town). It turns out that the building has been hiding behind cladding, and I have always walked by it, not realising that it was an old cinema hiding in plain sight.</p>

<h2 class="wp-block-heading">Gurney Drive</h2>



<p class="wp-block-paragraph">Gurney Drive was once lined with mansions and bungalows that looked out over the sea. This road is now lined with apartment blocks, and the latest addition is the <a href="https://mr-penang.com/" target="_blank" rel="noreferrer noopener">Marriott Residences</a>. It has now topped out at 223 m, making it the <a href="https://en.wikipedia.org/wiki/List_of_tallest_buildings_in_George_Town,_Penang" target="_blank" rel="noreferrer noopener">second-tallest building on the island</a>.</p>

<p class="wp-block-paragraph">Gurney Drive was once known as North Beach, though it was more of a mud flat than a beach. Either way, the drive is no longer on the seafront as the land reclamation project has filled in most of the bay. This is for the&nbsp;<a href="https://www.stp2.my/gurney-wharf-background.php" target="_blank" rel="noreferrer noopener">Gurney Wharf project</a>.</p>

<h2 class="wp-block-heading">Andaman Island</h2>



<p class="wp-block-paragraph">Another big land reclamation project is Andaman Island. This is so big that I have created a&nbsp;<a href="https://futuresoutheastasia.com/andaman/" target="_blank" rel="noreferrer noopener">fact page</a>&nbsp;for it.</p>



<p class="wp-block-paragraph">The landfilling stage has been completed, and there is now a sales showroom and cafe that you can visit.</p>

<p class="wp-block-paragraph">The first apartments are being built, but there is nothing else to do yet.</p>

<p class="wp-block-paragraph">This was the first time I had been on an island that was still being built. I visited <a href="https://news.futuresoutheastasia.com/p/forest-city-review" target="_blank" rel="noreferrer noopener">Forest City</a> last year, but the section I stayed in was finished. Everything here is new, including such infrastructure as the water supply.</p>

<p class="wp-block-paragraph">Sand is piled onto this new island, only for it to be excavated when a new apartment is built in its place.</p>

<p class="wp-block-paragraph">I couldn’t believe how big this island is, and how fast it was “built” since I was last here. It has not been in the news, so it has gone unnoticed. Meanwhile, to the south, the Penang South Islands are constantly in the news for their environmental concerns and have not been approved yet.</p>

<p>Penang is a state in Malaysia that is split between the island of Penang and the opposing land on the mainland. There is a new island being reclaimed off the north coast of Penang, and there are contentious plans for three more islands to the south. </p>
<p>This article is an overview of what is planned and under construction in Penang as of July 2022.</p>

<h2>Sia Boey Urban Archaeological Park</h2>

<p>Sia Boey Urban Archaeological Park is at the site of the old Sia Boey Market and Prangin Canal. The old market has been turned into a public space, and the canal has been cleaned up into a park. The canal&#8217;s rehabilitation is complete, and there is a pleasant walkway alongside it.</p>

<p>The old shophouses still remain in ruins and have been boarded up until future redevelopment.</p>

<h2>Gurney Wharf</h2>

<p>Gurney Wharf is a seafront public park being built from reclaimed mudflat off Gurney Drive. This was supposed to be finished by now, but it is still a work in progress.</p>

<h2>Andaman</h2>

<p><a href="https://www.easternandoriental.com/andaman/" rel="noopener" target="_blank">Andaman by Eastern &#038; Oriental</a> is a new urban development on an artificial island opposite Gurney Drive. This reclamation project is next to Gurney Wharf, so there will be a new waterfront area between the two reclamation projects.</p>

<p>The Andaman was announced in January 2022, and advertising for the project has begun. The first building to go on sale is <a href="https://www.easternandoriental.com/themeg/" rel="noopener" target="_blank">The Meg</a>.</p>

<h2>Marriott Residences Penang</h2>

<p>Marriott Residences is on Gurney Drive, looking out over the land reclamation projects. </p>

<p>This hotel and apartment project has nearly topped out, making it a new landmark in the Gurney area. At 190 metres it will be the second tallest building on the island (after the  249-metres KOMTAR Tower).</p>

<h2>Runnymede Bay</h2>

<p><a href="https://runnymede.com.my/properties/runnymede-bay/" rel="noopener" target="_blank">Runnymede Bay</a> is a proposed multi-building project on Jalan Sultan Ahmad Shah (&#8220;Millionaire’s Row&#8221;). </p>

<p>This project has been stalled for years, but there is now a new website and the advertising banners have been refreshed on the site since my last visit.</p>

<h2>The Fith Avenue Hotel</h2>

<p>This hotel development is in the area that I have dubbed the <a href="https://www.nomadicnotes.com/seven-streets-precinct-south-george-town-penang/" rel="noopener" target="_blank">Brooklyn of Penang</a>.</p>

<p>This is in the Seven Streets Precinct, which is just outside the World Heritage protected area. There are a lot of old shophouses in this area, but new tall buildings can be built here.</p>

<h2>Tropicana 218 Macalister</h2>

<p>Tropicana 218 Macalister is a 2-tower residential, hotel, and retail development on Macalister Road. This project has been completed since my last visit in 2020.</p>

<p>This is also outside the heritage-protected area of old George Town, but there are heritage buildings in this area. In fact, the complex was built on a block of land with at least one building that was deemed worthy of saving. There is a historic house that is inside the shopping centre podium.</p>

<h2>Penang South Islands</h2>

<p>Penang South Islands is a land reclamation project composed of three islands off the southern coast of Penang. The islands have been a divisive project due to costs and environmental concerns, and it was put on hold in 2021. Planning for the islands has since resumed, and the last update has the project starting in the second half of 2022.</p>

<h2>The Wave @ Penang Times Square</h2>

<p>This distinctive apartment tower is next to Penang Times Square, not far from KOMTAR. This 38-floor tower will be a mix of apartments and retail. The building is finished but it is not occupied yet.</p>

<p>One thing that stands out about this building is how big the car park podium is.</p>

<h2>The Central @ Penang Times Square</h2>

<p>Next to The Wave is The Central, which is phase 4 of the Penang Times Square development. The tower will be approximately 150 metres and have 654 apartments. Work has not begun on this tower yet.</p>

<h2>Penang Rapid Transit</h2>

<p>The planned Bayan Lepas LRT continues to be talked about with no firm commitment that it will even go ahead. The fate of the line had been held to ransom by the Penang South Islands project, where it was said that the LRT couldn&#8217;t go ahead without the Penang South Islands.</p>
<p>The most recent news was for a proposal for the LRT to be converted into a BRT instead.</p>
<p>While the line is uncertain, property developers near the proposed stations are promoting what their properties will look like with a future LRT station</p>
