Vietnam doesn’t need a high speed train. Here is the logics: from North to South, there is an open ocean Pacific. Vietnam has a very efficient air service if you need speed. I do hope they don’t spend the money for the unnecessary high speed train.

According to Vietnam's economic situation, within five years, three high-speed railways, namely Hanoi-Dong Dang (150km), Hanoi-Haiphong (95km), and Ho Chi Minh City-Phnom Penh (215km), will be built first. Secondly, in 2035, the Hanoi-Ky Anh (360km) high-speed railway will be built to connect the Vietnam-Laos railway and the Ho Chi Minh City-Nha Trang (330km) high-speed railway. The third phase is to build the Ky Anh -Da Nang -Nha Trang high-speed railway after 2045.

Two further issues. Firstly what about freight this must be an important consideration as roads are not brilliant and you do not want to have to keep and maintain the old line just for freight

Secondly in making international comparisons then one must not just look at the cost of construction and maintenance but also at the cost of fares required and affordability (or government subsidy) to pay off the interest and capital . per capita income is far higher in France say than Vietnam
